I suspect that they are somehow spoofing the caller ID, because of course no one can dial a number that starts with three zeros.  So until some gov agency decides to dedicate some resources to tracking down these rascals... I doubt that filing complaints with the Do Not Call Registry will help (although I *did* file).</description>
